Resolve a declined action request

Records what the case does instead after the lending core refused or failed to execute a request, taking one of the enforced catalog outcomes CORRECTED_AND_RESUBMITTED, SETTLED_ANOTHER_WAY, ESCALATED or CANNOT_BE_DONE, and raising unlinked escalation work on ESCALATED; SETTLED_ANOTHER_WAY additionally requires evidence.
