List borrower agreements

Lists the customer hardship agreements newest first. termsSummary carries typed money and ISO dates for logic; termsDisplay carries the exact strings the issued document quoted, so a client and the signed agreement can never disagree about a number. Absent timestamps are JSON null. Without a state filter only borrower-visible statuses are returned.
