Read a voice call artifact

Reads one call artifact from the provider data plane: artifacts (the presigned-URL index shown here), transcript-text, log, live-log, recording.wav, or audio-timeline. Body and content type are the provider’s, forwarded untouched; presigned links expire, so fetch the index fresh before downloading.
