Record a direct-service decision

Records a named person’s audited decision on a direct-service case, which the pinned workflow advances on in place of a system change. The result vocabulary is closed to exactly three values — NO_CHANGE_REQUIRED, CONFIRMATION_WAIVED, EXCEPTION_RAISED — and the reason is mandatory. Results other services record about other things, such as protection holds or hardship judgements, are not accepted here: advancing a direct-service step on one of those would record a decision nobody made about this case.

caseId required in path	integer	Positive numeric case identifier.
Idempotency-Key optional in header	string	Optional replay key for this logical mutation. Omission creates a fresh server-owned key for this attempt; blank, repeated, or longer-than-50-character values are rejected.
