Load the Cookie panel context

Returns everything the Cookie panel renders for one case: the case header, task and linked-loan bindings, server-declared capability states, suggestions, effective action levels, layered health, and the worker’s recent threads. Without caseId it returns the caseless navigation view with recent threads and health only.

LendEasy-Tenant required in header	string	Opaque active LendEasy tenant-registry identifier. Supply exactly one instance; no alternate tenant selector is accepted.
caseId optional in query	integer	Case to bind the panel to; omitting it returns the caseless navigation view.
taskId optional in query	integer	Task binding within the case.
loanRef optional in query	string	Explicitly selected loan for loan-specific question families.
